Preheat oven to 375F. Heat an oven safe skillet over medium heat. Brown ground beef and break into crumbles.
While that browns mix the tomato sauce, water, ketchup, mustard, brown sugar, and worcestershire sauce together.
Season browned ground beef with salt, garlic powder and pepper. Add the onion, bell pepper and sauce to the skillet. Mix thoroughly and simmer 10 minutes.
While that simmers, open the can of biscuits and cut 6 of them into quarters (you can use all 8 biscuits, but I find 6 to be the perfect amount)
Arrange the biscuit pieces on top of the meat mixture and place skillet in the oven. Bake at 375F for 15 minutes. Serve immediately with pickles and shredded cheese.
